In the days when government funding for universities was administered by the UGC, disbursements to each university were decided for five years in advance partly, at least, on the basis of the quinquennial (five-yearly) estimates prepared by each university. Believe it or not, people used to grumble at the work entailed in preparing the estimates, especially when far more than quinquennial.
